Compliment or ... ?

Right before the talk, Rich shouted: "ALBORZ". I turned my head to his face. After a small pause he continued: "You are not going anywhere for your PhD. Is that clear?" With a puzzled look, I was wondering what is the answer to that impression. "Okay, it is good. Just wanted to make it clear!", finished his talk while beginning to get stable on his seat. Well, I am planning to apply for few top universities in U.S. and I already have talked with Mike (my co-supervisor) whom I got my PhD admission with. I am still a little confused ...
